5th Consultation Meeting with State Governments

The 5th Consultation meeting by the MOIA with State Governments was held in Delhi on 20th and 21st September 2012. This forum is mainly to discuss issues of recruitment, emigration, illegal migration and Diaspora. New schemes and those in the pipeline together with specific issues regarding various States are discussed.

The following issues concerning Goa were discussed :

  • Prosecution of illegal agents. It was confirmed that no permission of PGE was required to prosecute illegal agents. This was only required in the case of licensed agents.
  • Agents outside Goa can only advertise in Goan newspapers if they have permission to do so from the Protector of Emigrants (POE) and so also to conduct interviews in Goa. The agents representative carrying out the interviews should have a proper identity card issued by the POE.
  • Cyber Crimes and cheating through newspaper advertisements showing mobile numbers only. Such advertisements are not permitted.
  • Problems faced by the public in Goa regarding issue and renewal of passports which needed to be taken up with the MEA.
  • Powers to FRRO Goa to accept and deal with OCI application which are presently done through New Delhi. The latest position is that this has been accepted by the MHA and will come into force from 1st December 2012.
Other important points discussed in the meeting were :
  • Increasing awareness on illegal migration.
  • Settlement of outstanding dues of workers expiring abroad and standardizing what types of compensation were admissible in each country.
  • Setting up of a Protector of Emigrant office in Goa.
  • Uniformity by various Indian Missions abroad in the requirement of documents for OCI and PIO Cards.
  • Citizenship status of Goans born abroad who arrived in Goa in the 50's and 60's and have lost their travel documents but are living in Goa since then. This is with the requirements to obtain a passport.
  • The Labour Market Assessment carried out indicated that opportunities exist in Sweeden, Denmark and France. In the Health Care, Personal Care, Construction and IT sectors.
